History: Peter's history, and a special section on young Peter Hale.
New Dodge Updates: Peter had a fairly eventful time in New Dodge, but it was brief. He made an uneasy alliance with the pack and tried to work closely with Eve so that he could be made into an Alpha werewolf. It didn't work. Towards the end of his stay here, he became possessed by a demon and terrorized some people, got beaten up by Scott McCall, and exorcised by Eve, costing him his abilities for a while. Then he fluxed out.
Personality: Just to get it out of the way: even as a young man/teenager, Peter's not a good person. At all. In fact, he's an ambitious, manipulative, conniving sociopath-- well, possibly sociopath. He certainly has sociopathic tendencies. From the first time we see young Peter (well, actual young Peter, not the hallucination of him), he sets his sights on manipulating Derek into turning his girlfriend into a werewolf. Why? Well, that's not really clear. He could be doing it out of a misguided attempt at helping Derek, but that's not likely. Possibly, it was for shits and giggles. In another episode, he has a line about how as a child, he would break his toys in fits of anger until he learned that he could just break other people's toys. It's possible that the scenario with Derek's girlfriend was just that: breaking his toy. In any case, he basically plays a role similar to Iago, getting an idea implanted in Derek's head through subtle suggestions and manipulations, in order to lead to the downfall of his relationship. He plays the part of the concerned uncle/friend, telling Derek that she'll only leave him once she finds out he's a werewolf, and that really, turning her would be for her own good. She'd be stronger, live longer, and better able to protect herself.
Of course, after setting up the whole thing, Derek's girlfriend ends up dying anyway, because the bite didn't take. Oh well, it happens.
Going with his manipulative tendencies, Peter's also capable of being charismatic, and he's certainly got the confidence to back himself up. While nobody trusts him as an adult, as a teenager, he seems capable of getting folks to buy into his bullshit pretty easily. See, again, the situation with Derek, and how Peter was able to convince him pretty easily of his girlfriend's fragility and need to be turned. He's not only capable of passing himself off as a friend to his nephew, but also a mentor, and here, his charisma and manipulative tendencies can actually come in handy. When Derek has issues controlling his shifting into wolfishness, Peter's the one who helps him out, using the triskelion (which was just a cheap trinket that was made in China, and not, in fact, a mystical family heirloom like he said) to give him a center of focus and learn to control the shift. It's likely that, despite Peter's utter terribleness, he honestly does care about his nephew to some degree, but Derek-- and others-- will always be secondary to Peter and whatever he wants and hopes to achieve.
Peter can be pretty smarmy and cynical, as well. As an adult, he essentially describes teenagers as self-absorbed and melodramatic, indicating that he considers them, well, silly and frivolous, and this is an attitude he even seems to carry as a younger man barely out of his teens, himself. When Derek worries that his girlfriend doesn't like his friends, Peter offhandedly remarks with something like, "No one should like your friends," demonstrating a smarmy sort of cynicism and disregard for Derek's buddies. More smarm is piled on when he says he never gets kicked out of anywhere because he's too good looking. He's got a casual sort of confidence that makes his personality tolerable, when on anyone else he would be utterly insufferable (and, indeed, many do find him insufferable as an adult, although the psychopathic tendencies likely factor into that, too). As for his cynicism, that's also highlighted when he tells Derek that eventually, his girlfriend will find out he's a werewolf and leave him, because they always do, demonstrating an utter lack of faith in others and possibly hinting that Peter's had some experience in this, himself.

His nosiness isn't always a bad thing, as it makes him a useful font of information from time to time, and also comes in handy when he's inexplicably in the area to save Derek from hunters.
As a highly ambitious wolf, Peter is adept at sensing opportunities and taking them. This trait isn't quite as pronounced when he's younger, but it becomes much more of a thing as he gets older and does everything in his power to become an alpha. He's not above manipulating or even killing family to seize it. He resents his sister for being the alpha of his family's pack instead of him, but it seems that as a young'un, he tends to fall in line under Talia's leadership. It also seems that, given that he was not present at the meeting of the packs with Talia, Peter didn't really hold super high or influential status within the Hale/Beacon Hills pack as a young man.
Above all else, Peter's a survivor. He's adaptive and cunning, and tends to have a plan to come out of most situations on top (except for the fire that obliterated his family and sent him in a coma... he didn't seem to have a plan for that). Even getting set on fire and having his throat slashed wasn't enough to stop him from finding a way to come back, as he was able to implant a part of himself in Lydia by biting her, leading to this whole thing where a hallucination of his teen self manipulated her into helping to resurrect him. Somehow. Don't ask. Again, this is stuff that happens after the point I take him, but it's not like these traits aren't present in him from his youth; they just became greater as he got older.
As for New Dodge, while Peter will be fluxing in, that won't stop him from taking great interest in the going ons of the town, and especially its supernatural community. He'll want to learn all that he can about the people of New Dodge, mainly to see if he can find a way to benefit himself with this knowledge, potentially by manipulating others into... doing whatever he needs/wants done. And, with Eve and her ability to change wolves into alphas, he'll see great opportunity, and will want to stick around at least until he can claim what he believes to be rightfully his: status as an alpha.

Why do you think your character would work in this setting? Besides the usual "Peter is an adaptive survivor type who can adjust to the setting" answer, there's also the fact that Peter will get very involved in the local supernatural community-- and probably even beyond that. He has a hunger for knowledge, and would want to get into everyone's business, know who's who and what's going on in town, which should easily grant him CR outside of his cast and outside of fellow supernatural characters. He will be fluxing in, but if he sees enough opportunity for personal advancement here (like the ability to become an alpha wolf thanks to Eve), he'll likely stick around for longer.
How do you plan to expand their CR? Being as nosy as he is, Peter's easy to get out and about beyond his canonmates. He's interested in learning everything that could potentially be useful, which means he'd be trying to get in good with people who he'd deem of interest-- which, really, could be anyone. Sure, he's more interested in those with abilities, those who are supernatural, but that's not the extent of his interest. Anyone could potentially pique his interest, and at the very least, he'd play nice with others in an attempt to look like a good citizen. Peter's a social butterfly.
What will your character do for work? Well, he's a teenager, so standard teenage jobs can apply. He probably isn't likely to do anything he considers menial, so things like the bowling alley will be out, but he'll certainly find a job, possibly assisting Eve at the research facility, IF KARRA IS COOL WITH THAT. He's also fine working at Mae's on a part-time basis, because he can be ~exotic~ enough for Chen's clients.

The pack from Beacon Hills of the Future, the demonic possession, losing the wolf within, however temporarily. All of it had been filed away as just some other strange happenings in the life of Peter Hale. And, in time, the memories took a backseat to his day-to-day life in Beacon Hills: school, basketball, trying to find his footing in his sister Talia's pack. He was still too young for them to take seriously, though. He'd been relegated to the kids' table, as it were. Indeed, it started to seem like New Dodge, that place that felt like a dream, had been the only place he could've risen up to become an alpha, if only he'd managed to work things in his favor.
So, imagine his surprise when, after feeling a strange tugging and pulling within, a sudden wave of dizziness, he finds himself back in that dusty little town with its cute little saloon, the yurts, the rustic decor. He doesn't know how long he's been away-- everything still feels weird and fuzzy in his head-- but he's sure some time has to have passed. Not that it's easy to tell. Everything looks... the same.
After the initial wave of disorientation passes, Peter heads towards the saloon, reasoning that he might as well get a drink that won't even make him drunk before heading to Stiles's house and figuring out if 1) he still has a place to live and 2) he still has any of his belongings. It's time to take stock of his new-old surroundings and plan accordingly. Getting in good with Eve hadn't put him any steps closer to becoming an Alpha, and if a True Alpha's powers can't be stolen the old-fashioned way, he can't even look towards some good old fashioned murder to become one.
Time to come up with a Plan C.
